The goals of the Bar and Foundation are accomplished through the work of established committees and sections. Time spent volunteering on a Bar or Foundation board, committee, or section counts toward your responsibilities under Rule 6.1 of the North Carolina Rules of Professional Conduct. See section (b)(2) and Comment 8 to Rule 6.1 and report your hours to the North Carolina Pro Bono Resource Center. The North Carolina Supreme Court recognizes those who provide 50+ hours of voluntary public service each year by inducting them into the North Carolina Pro Bono Honor Society.
All committees are currently meeting virtually; this may change as we move into the 2021-22 year. Decisions will be made with the health and safety of MCB members and staff in mind, as well as the comfort level and preference of individual committees.
Committee volunteers serve up to three-year terms, which typically begin on July 1. The deadline to submit interest forms for the upcoming year was May 31, as Bar staff and leadership generally begin the appointment process in June. Grievance - Receives and investigates complaints from the public on ethical matters and writes recommendations and submits written reports for committee discussion based on the NCSB Rules of Professional Conduct. Attorney members must have been licensed for at least five years. Several seats on the committee are open to non-attorney members.
Indigent Representation - Assists the Public Defender with the implementation of appointment regulations in Defender District 26, as approved by the North Carolina Office of Indigent Defense Services. Those regulations dictate membership and the various authorities for appointment to this Committee.
Judicial Nominating - Coordinates the balloting process of the MCB for choosing candidates to submit to the North Carolina governor in filling district court judge vacancies.
Fee Dispute Resolution - The North Carolina State Bar (NCSB) is now processing all petitions for the resolution of disputed fees involving members of the 26th Judicial District Bar.
Law & Society - Arranges a speaker of interest to the public and the legal profession for the annual Law & Society Luncheon, including presentation of the Ayscue Professionalism Award that recognizes a current or former MCB member for exemplary professionalism through outstanding service to the MCB and the community. Event proceeds benefit the MBF. A joint MCB and MBF Committee.
Law Day - Arranges for the celebration of the annual Law Day event held each year on or about May 1 and selects the Liberty Bell Award that honors a non-lawyer in the community for contributing to the promotion of freedom under the law.
Memorials - Arranges and provides memorial services for deceased Bar members in open court when the families so desire. A joint MCB and MBF Committee.
Social & Networking - Coordinates a variety of social and networking opportunities to promote collegiality and a cohesive membership, including the Lawyers' Luncheon Series and Holiday Party.
MEMBERSHIP SERVICES AND PROGRAMS COMMITTEES
Bar Leadership Institute (BLI) - Operates to fulfill the purpose of the BLI program, which encourages lawyers in the development of their professional and leadership skills within the Bar, Foundation and legal profession. A joint MCB and MBF Committee.
Communications - Develops the communication process among members of the MCB through publications including the Mecklenburg Bar News, MeckBar.org, Bar Blasts, social media and the MCB Annual Membership Directory.
Continuing Legal Education (CLE) - Develops, implements, and oversees all CLE programs for the MCB in conformance with the rules of the NCSB CLE Board.
Diversity & Inclusion - Examines the extent to which the MCB and legal entities have successfully incorporated lawyers from traditionally underrepresented groups in their organization. Provides recommendations for addressing matters related to diversity and inclusion; proposes methods for measuring the success of efforts to address these issues; and implements programming for members, the community as well as pipelining opportunities. There are three subcommittees of the Diversity & Inclusion Committee: Pipeline, Charlotte Legal Diversity Clerkship, and the Minority Lawyer Mentoring Program.
Lawyer Referral Service (LRS) - To oversee the American Bar Association (ABA)-approved LRS program that identifies the most appropriate resource(s) for people with legal needs and when applicable, provides those who can afford to pay an established reasonable fee to a referred attorney who shall provide a consultation.
Pro Bono & Legal Recruitment Committee - Recruits legal volunteers and provides direct case placement for nonprofits and individuals who cannot afford representation and who are not served elsewhere; and recruits MCB members for pro bono opportunities with legal service organizations as requested.
Linking Lawyers Committee - Seeks to enhance and support the Mecklenburg County legal community, through the active development and promotion of educational programs, resources, and mentoring relationships in order to facilitate healthy, collaborative, rewarding, and service-oriented professional lives and culture among its members.
PLANNING AND OPERATIONS COMMITTEES
Audit - Works with Bar leadership to ensure the independent auditor(s) receive all necessary information during the annual audit, reviews audit report and reports the findings to Finance and Executive Committees and MCB Board.
Finance - Oversees the preparation of MCB’s annual budget; recommends budget modifications and their financial impact; reviews the financial impact of other MCB initiatives as requested; monitors income and expenses throughout the year to ensure budget guidelines are met and makes recommendations to the Executive Committee/Board regarding modifications or adjustments to the budget.
Nominating - Prepares slate of officers, members of the Board of Directors and ABA delegate for consideration by Bar membership. MCB Bylaws dictate the membership of this Committee.
MECKLENBURG BAR FOUNDATION COMMITTEES
Ayscue Professionalism Award Committee - Selects the recipient of the Ayscue Professionalism Award - a current or former member of the Mecklenburg County Bar - to recognize exemplary professionalism. Presented during the annual Law & Society Luncheon.
Development Committee - The Development Committee develops and implements the financial development for the Foundation by utilizing the Lawyers' Impact Fund (unrestricted fund of the Bar Foundation Fund) campaign as its primary fundraising tool. The Committee oversees the implementation of the Grant Request Application process, reviews grant requests and makes recommendations to the MBF Board of Directors.
McMillan Fellowship Committee - Selects and supports summer fellowships to law students interested in pursuing a career with nonprofit or government agencies in Mecklenburg County. Coordinates annual McMillan Fellowship Fund Dinner, the primary source of financial support for the Fellowships.
