Hon. Carl Horn, III served for six years as Chief Assistant U.S. Attorney (1987-1993) and for the following sixteen years as a U.S. Magistrate Judge.  He is the author of the Fourth Circuit Criminal Handbook, published by LexisNexis and now in its seventeenth annual edition, and of Horn's Federal Criminal Jury Instructions for the Fourth Circuit.  After returning to private practice in 2009, he was named a "North Carolina Super Lawyer" in 2011 and 2012 in the criminal defense and alternative dispute resolution categories.
